David L. West, Center for a Changing Workforce (CFCW), Seattle, Washington Panelist: Strategies and Solutions Panel David West has been the Director for the Center for a Changing Workforce (CFCW) since January 1999. CFCW is a Seattle-based education, policy, and advocacy organization focusing on the problem of employers who discriminate against some workers and deny them benefits by mislabeling them as "temporary" or "contract" workers. These employment policies are creating a two-tiered workforce in America, and aggravating health care and pension problems for a large number of workers. West has over twenty years of experience in public interest and community-organizing work, including work with statewide consumer coalitions, senior citizen groups and tenants' rights organizations.
